B360 is building a bench of qualified Construction Management Representatives (CMRs) for anticipated National Park Service (NPS) and federal construction management opportunities across the United States.
Position / Project Overview
The anticipated project involves replacement of the aging wastewater treatment plant at Tuolumne Meadows in Yosemite National Park, including major rehabilitation and upgrades to protect the watershed and meet current treatment requirements. The selected candidate would support construction-phase oversight, field coordination, documentation, and quality/safety monitoring on behalf of B360 and the Government team.
This is a future, contingent opportunity. The position is not yet awarded or active and is subject to solicitation release, B360 pursuit decision, contract award, project funding, and final Government requirements. B360 is collecting resumes now so qualified candidates can be considered quickly when the opportunity is released.
Responsibilities and Duties
- Serve as the on-site Construction Management Representative supporting federal construction oversight.
- Read, interpret, and apply construction contract drawings, specifications, schedules, submittals, RFIs, modifications, and quality requirements.
- Monitor contractor performance for quality, safety, schedule, cost, and contract compliance.
- Attend, facilitate, and document project meetings, including progress meetings, safety meetings, inspections, and coordination meetings.
- Prepare daily reports, field observations, meeting minutes, photo documentation, deficiency logs, and other construction-phase records.
- Review contractor submittals, RFIs, pay applications, schedule updates, change requests, and closeout documentation for Government consideration.
- Coordinate professionally with the Contracting Officer, COR, NPS project staff, designers, contractors, park personnel, and other stakeholders.
- Identify construction risks, field issues, safety concerns, quality concerns, and potential schedule impacts early and communicate them clearly.
- Support project closeout, punch lists, as-built review, warranty documentation, turnover, and final acceptance activities.
Minimum Qualifications
- Minimum five (5) years of relevant construction management, construction inspection, engineering, superintendent, project engineering, or quality assurance experience.
- Experience supporting vertical construction, civil infrastructure, utilities, renovation, or site work projects of similar complexity.
- Ability to work independently in the field and produce clear, timely written documentation.
- Strong communication skills and ability to represent B360 professionally with Government and contractor personnel.
- Proficiency with Microsoft Office; ability to use digital reporting, document control, and project management tools.
- Ability to pass required background checks and comply with federal site access requirements.
Preferred Qualifications
- Prior NPS, DOI, USACE, GSA, VA, DoD, or other federal construction project experience.
- OSHA 30-Hour Construction Safety certification.
- Degree or certification in Construction Management, Civil Engineering, Architecture, Construction Technology, or a related field.
- Experience with Procore, ProjectTeam, RMS/QCS, Primavera P6, MS Project, Bluebeam, or similar tools.
- Experience working in remote, occupied, historic, environmentally sensitive, or high-visitor public sites.
- Water and wastewater treatment plant construction or rehabilitation experience.
- Experience with collections systems, lift stations, utility tie-ins, site civil work, treatment equipment, process piping, electrical controls, and SCADA-related coordination.
- Understanding of environmental protection, public health, and continuity-of-operations concerns during water/wastewater work.
